For none-Gintama people: Zurako is just one of many "disgues" that the character Katsura (who tries to be the series most serious character, but kinda fails big in that) have. To top, Katsura and Sakamoto are old friends.
But as Sakamoto isn't very intelligent, he probably wouldn't notice the different between any of Katsura's personalities. Not even Captain Katsura or Katsurap. XD
